P/V valves Hammering – why is it a problem?

With the implementation of IMO MSC/Circ. 677 in 1994 it became de facto forbidden to manufacture, bring to the market and install, P/V valves suffering from hammering, but since then not much has happened and still today, the problem created by using pure weight loaded valve with a booster plate remains and are a liability that causes loss of lives and property.
IHS Chemical tanker casualty database contains 45 cases of fire & Explosions between 2009 and 2015 with a total of 28 lost lives!
